SUMMARY & BACKGROUND:

The Water Reclamation Plant and Water Treatment Plant collectively have 3,000 to 6,000 pieces of equipment that are required by OSHA Standard 29CFR 1910.147(c) to have written lockout/tagout procedures. The treatment plants do not currently have all of the required written procedures in place. These procedures are crucial to protect employees from the unexpected energization or start-up of machines or equipment, or from the release of stored energy during the servicing and maintenance of machines and equipment. DPU advertised for proposals in late April/early May and received three proposals for the development of written lockout/tagout procedures. DPU is currently evaluating the proposals and will be selecting a contractor to develop the required procedures. This project seeks the expenditure of an amount not to exceed $650,000 to bring both treatment plants into compliance with OSHA Standard 29CFR 1910.147(c).

 

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

 

SECTION 1.                     Authorizing the appropriation and expenditure of an amount not to exceed $325,000 from the Water Reclamation Operating Fund, Account Code 6070-36000-4000507STDSTD and an amount not to exceed $325,000 from the Water Treatment Operating Fund, Account Code 6060-32000-4000505STDSTD to facilitate the Department of Public Utilities LockOut/TagOut Procedures Project at the Water Reclamation and Water Treatment Plants.

 

SECTION 2.                     That the mayor is authorized to accept bids and award contracts for the development of written lockout tagout procedures necessary to facilitate the completion of the Department of Public Utilities LockOut/TagOut Procedures Project at the Water Reclamation and Water Treatment Plants.

 

SECTION 3. That the Finance Director is authorized to issue their warrant or warrants against the Account Codes identified in Section 1 above, in an amount not to exceed $650,000 for the development of written lockout/tagout procedures to make payment of the obligations authorized in Section 2 above upon presentation of the proper voucher or vouchers.

 

SECTION 4. That the disappropriation of any remaining budget to fund balance is authorized at project closeout.

 

                     SECTION 5. That the Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that this Ordinance is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that this Ordinance must be immediately effective in order to maintain the operational integrity of the Water Reclamation and Water Treatment Plants, and to maintain compliance with applicable permit requirements, as set forth by the Ohio EPA.
