SUMMARY & BACKGROUND:

This ordinance waives the competitive bidding requirements of the TMC 187 and further authorizes the expenditure of $27,853 in order to purchase software license agreements with Innovyze Inc. for the InfoWater Pro Suite and InfoAsset Planner software for the maintenance and support of the programs.  InfoWater Pro Suite is the City’s Water Distribution System modelling software; InfoAsset Planner software integrates with InfoWater Pro Suite to prioritize water distribution main replacement projects based on condition, risk, and budget. Funds for this expenditure are available in the Division of Engineering and Construction Management’s 2022 operating budget.

 

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

                     

                     SECTION 1.  That the mayor is authorized to enter into software license agreements with Innovyze Inc. for one year for the InfoWater Pro Suite and InfoAsset Planner Software upon such terms and conditions as the mayor may deem requisite and proper, subject to approval by the Department of Law and the Director of the Department of Transportation.

 

SECTION 2.  That this Council finds it in the best interest of the City to waive the competitive procurement requirements of Toledo Municipal Code Chapter 187 for purchase of the InfoWater Pro Suite and InfoAsset Planner Software for the reason that this software is already in use and its continued use is vital to maintaining the City’s recently updated Water Distribution System Model.

 

                     SECTION 3.  That an amount not to exceed $27,853 is authorized for expenditure from the Water Operating Fund Account Code 6060-35000-4000512STDSTD for the purchase of the InfoWater Pro Suite and InfoAsset Planner software license agreements.

 

                     SECTION 4.  That the Director of Finance is authorized to issue their warrant or warrants against the account code listed above in an amount not to exceed $27,853 in payment of the above authorized obligations upon presentation of the proper voucher or vouchers.

 

SECTION 5. That this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that this Ordinance is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that this Ordinance must be immediately effective in order to maintain the City’s recently updated Water Distribution System Model.
