Authorizing the Mayor to enter into agreements for the purchase of an aerial platform ladder truck and related equipment for the Fire and Rescue Department; Authorizing the appropriation of $600,000 and the expenditure of $1,800,000.00 from the Capital Improvement Fund for said purchases; and declaring an emergency.

SUMMARY & BACKGROUND:

The Toledo Fire and Rescue Department requests authorization to purchase an aerial platform ladder truck as required to maintain TFRD’s 15-year-cycle apparatus replacement schedule.

 

The apparatus replacement schedule maintains a complement of service-ready emergency response apparatuses, which by design, saves the community from undue peril and similar due to apparatus response delays and brownouts consequent to rig failure. This new apparatus replaces a 13-year-old model, which in turn replaces a 39-year-old backup model.

 

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

 

SECTION 1. That the Mayor is authorized to enter into an agreement for the purchase of a Rosenbauer aerial platform ladder truck, utilizing the collaborative procurement program through Sourcewell as authorized by Ord. 265-08, under such terms and conditions as may be acceptable to the Director of Fire, Director of Law, and the Mayor.

 

SECTION 2. That the Mayor is authorized to enter additional agreements with various vendors for the purchase of additional equipment to properly outfit the new aerial platform ladder truck, where said equipment purchases may variously be awarded by competitive bid, use of cooperative governmental purchasing programs, or pursuant to existing vendor contracts in accordance with the Toledo Municipal Code and/or ordinances.

 

SECTION 3. That the appropriation of $600,000 is authorized from the Capital Improvement Fund to Account Code 5040-53000-8CB2209FIRVEH and the expenditure of an amount not to exceed $1,800,000.00 is authorized from the Capital Improvement Fund Account Code 5040-53000-8CB2209FIRVEH for the purchase of an aerial platform ladder truck and related equipment for the Fire and Rescue Department. 

 

SECTION 4. That the Director of Finance is authorized to draw warrant or warrants against the above Account Code in an amount not to exceed $1,800,000.00 in payment of the above authorized obligations upon presentation of the proper voucher or vouchers.

 

SECTION 5.                      That this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that the same is necessary for the immediate preservation of the public peace, health, safety and property, and for further reason that the Ordinance must be immediately effective to permit the timely replacement of an aging fleet.
