SUMMARY & BACKGROUND:
The City of Toledo, Division of Parks and Recreation has been awarded funds granted by Lucas County Land Bank to support the demolition of former ODOT facilities adjacent to Schneider Park. The former ODOT property will be converted in park space following the completion of the demolition. The grant requires a minimum $83,000 match from the City of Toledo, which has been allocated from American Rescue Plan Act (ARPA) funds through ordinance 71-22. Work will be completed no later than June 30th, 2023.
Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:
SECTION 1. That the Mayor is authorized to enter into a grant agreement and accept and deposit a grant from the Lucas County Land Bank in the amount of $83,000 into the Capital Improvement Fund Account Code 540G-40100-8G02219STDSTD for the demolition of structures adjacent to Schneider Park.
SECTION 2. That the appropriation of $83,000 is authorized from the unappropriated grant proceeds of the Capital Improvement Fund to Account Code 540G-40100-8G02219STDSTD and the expenditure of same is authorized for the demolition of structures adjacent to Schneider Park.
SECTION 3. That the Mayor is authorized to accept bids and award contracts for the purposes specified above, upon terms and conditions acceptable to the Director of Parks and Youth Services and Director of Law.
SECTION 4. That the Finance Department is authorized to draw warrant or warrants against the Account Code above in an amount not to exceed $83,000 in payment of the above-authorized obligations upon presentation of the proper voucher or vouchers.
SECTION 5. That this Ordinance, being an emergency measure, shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that the Ordinance is necessary for the immediate preservation of the public peace, health, safety, and property and for the further reason that this Ordinance must be immediately effective to timely receipt and deposit the grant funds.
