SUMMARY & BACKGROUND:
The Water Reclamation Plant (Plant) has two (2) 80-ft diameter Gravity Thickeners (GT) Tanks that thicken primary sludge before sending it to the digestion process for further processing. The existing thickeners are 30+ years old and beyond their useful life. In January of 2022 the Plant experienced a catastrophic structural breakdown of the thickener mechanism in tank 1. This breakdown had rendered the thickener inoperable and brought in to question the structural integrity of the remaining structural steel components.
This project will address civil, structural, mechanical and electrical improvements necessary for the complete rehabilitation of Gravity Thickener Tank 1.
Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:
SECTION 1. That the appropriation and expenditure of an amount not to exceed $1,500,000 is authorized from the Sewer Replacement Fund, Account Code 6073-36000-4UC0822STDSTD for equipment, professional, engineering and construction services for completion of the Gravity Thickener Rebuild Project at the Water Reclamation Plant.
SECTION 2. That the Mayor is authorized accept bids and award contracts for the purchase of equipment, professional, engineering and construction services necessary to facilitate the completion of the Gravity Thickener Rebuild Project at the Water Reclamation Plant, subject to approvals by the Director of Public Utilities and the Director of Law.
SECTION 3. That the Finance Director is authorized to issue warrant or warrants against the Account Code identified in Section 1 in an amount not to exceed $1,500,000 in payment of the above-authorized obligations and upon presentation of the proper voucher or vouchers.
SECTION 4. That the disappropriation of any remaining budget to fund balance is authorized at project closeout.
SECTION 5. That the ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that this Ordinance is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that this Ordinance must be immediately effective in order to maintain the operational integrity of the Water Reclamation Plant, and to maintain compliance with the NPDES discharge permit requirements, as set forth by the Ohio EPA.
