SUMMARY & BACKGROUND:
Environmental Services provides professional service in assisting environmental remediation and disposal of hazardous materials, including but not limited to petroleum products, contaminated materials, and chemical/chemical waste products. Environmental Services will contract with an environmental contractor that provides the following services: collection, packaging, transportation, and disposal of the waste items from environmental incidents. The acquisition of a contractor will limit hazardous waste items from the community all in protection of human health, welfare, and the environment.
Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:
SECTION 1. That the mayor is authorized to enter into contract with an environmental contractor for environmental remediation and disposal of hazardous waste items produced from environmental incidents, upon such terms and conditions that are acceptable to the Director of Public Utilities and the Director of Law.
SECTION 2. That said contract shall be for an initial term of one year with two one-year renewal options subject to future appropriations.
SECTION 3. That subject to future appropriations an expenditure in an annual amount not to exceed $10,000 is authorized from the Sewer Operating Fund, Account Code 6070-38000-4000562STDSTD, an annual amount not to exceed $10,000 is authorized from the Storm Water Operating Fund, Account Code 607A-38000-4000562STDSTD, and an annual amount not to exceed $10,000 is authorized from the Water Operating Fund, Account Code 6060-38000-4000562STDSTD, for the purpose identified in Section 1.
SECTION 4. That the Finance Director is authorized to issue their warrant or warrants against the above listed account codes in an annual amount not to exceed $30,000 in payment of the obligations authorized above upon presentation of proper voucher or vouchers.
SECTION 5. That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage. The reason for the emergency lies in the fact that same is necessary for the immediate preservation of the public peace, health, safety, and property, and for the further reason that the Ordinance must be immediately effective in order to satisfy appropriate and immediate disposal of hazardous and non-hazardous waste in protection of the environment.
