SUMMARY & BACKGROUND:

The Toledo Police Department has requested and received $29,000 in 2022 Ohio Police Recruitment Drive funds from the Ohio Office of Criminal Justice Services. These grant funds will be utilized to develop a recruiting campaign targeted to women and minority groups. There is no local match required for this grant.

 

Bidding was conducted on Planet Bids and Vince Rocha Productions LLC, DBA VCREATIVE was the selected bidder. VCREATIVE is a local minority-owned advertising agency.  VCREATIVE will produce recruitment videos and a digital advertising campaign using geographical and behavioral data to reach the target group across multiple social media platforms.

 

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

 

SECTION 1.  That the Mayor is authorized to enter into a grant agreement and accept and deposit the amount of $29,000 from the Ohio Office of Criminal Justice Services for the 2022 Ohio Police Recruitment Drive into the Operation Grants Fund Account Code 2016-52000-3G00082STDSTD.

 

SECTION 2.  That the appropriation of $29,000 is authorized from the unappropriated grant proceeds of the Operation Grants Fund to Account Code 2016-52000-3G00082STDSTD; and further authorizing the expenditure of same for recruitment services.

 

SECTION 3. That the Mayor is authorized to accept bids and enter into a contract for recruitment services, upon terms and conditions acceptable to the Director of Police and the Director of Law.

 

SECTION 4.  That the Finance Director is authorized to draw their warrant or warrants against the above-mentioned Account Code in an amount not to exceed $29,000 in payment of the obligations authorized above upon presentation of the proper voucher or vouchers.

 

SECTION 5.  That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage.  The reason for the emergency lies in the fact that it is necessary for the immediate preservation of the public peace, health, safety, and property and for the further reason that this Ordinance must be immediately effective in order to coordinate the scheduling of police candidate recruitment and police academy classes.

 

                                          Vote on emergency clause:  yeas 12, nays 0.
