SUMMARY & BACKGROUND:
The Toledo Police Department has requested and received $220,000 in Ohio Violent Crime Reduction Grant funds from the Ohio Office of Criminal Justice Services. There is no local match required for this grant. The grant funds will be used to purchase an Integrated Ballistics Identification System (IBIS) device. IBIS technology identifies possible matches between pairs of spent bullets and cartridge cases, in order to give detectives more timely information about crimes, guns, and suspects. The balance of the grant funds will be used for computers and overtime.
Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:
SECTION 1. That the Mayor is authorized to enter into a grant agreement and accept and deposit the amount of $220,000 from the Ohio Office of Criminal Justice Services from the Ohio Violent Crime Reduction Grant Program into the Operation Grants Fund Account Code 2016-52000-3G00083STDSTD.
SECTION 2. That the appropriation of $220,000 is authorized from the unappropriated grant proceeds of the Operation Grants Fund to Account Code 2016-52000-3G00083STDSTD; and further authorizing the expenditure of same for equipment, computers and overtime.
SECTION 3. That the Mayor is authorized to accept bids and award contracts for the purposes specified in Section 2, upon terms and conditions acceptable to the Director of Police and the Director of Law.
SECTION 4. That the Finance Director is authorized to draw their warrant or warrants against the above mentioned Account Code in an amount not to exceed $220,000 in payment of the obligations authorized above by the terms of the grant upon presentation of the proper voucher or vouchers.
SECTION 5. This Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage. The reason for the emergency lies in the fact that it is necessary for the immediate preservation of the public peace, health, safety, and property, and to expedite the receipt and expenditure of grant funding.
