SUMMARY & BACKGROUND:
The Water Reclamation Plant (Plant) has six (6) digester heat exchangers that transfer heat from the boiler system to the pre-digested sludge. This heat transfer is crucial for pathogen and volatile solid reduction in post-digested sludge as required by the Plants NPDES permit. The heat exchangers are 35+ years old and are beyond their useful life.
This project seeks to replace two of the six heat exchangers to enable to the Plant to continue to meet permit obligations.
Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:
SECTION 1. That the appropriation of $250,000 is authorized from the unappropriated balance of the Sewer Replacement Fund to Account Code 6073-36000-4UC0522STDSTD for equipment and construction services to facilitate the Digester Heat Exchanger Project at the Water Reclamation Plant; and the expenditure of same is authorized.
SECTION 2. That the mayor is authorized to accept bids and award contracts necessary to complete the Digester Heat Exchanger Project at the Water Reclamation Plant, upon terms and conditions approved by the Director of Public Utilities and the Director of Law.
SECTION 3. That the Finance Director is authorized to issue their warrant or warrants against the Account Code identified in Section 1 in an amount not to exceed $250,000 in payment of the obligations authorized above upon presentation of the proper voucher or vouchers.
SECTION 4. That the disappropriation of any remaining budget to fund balance is authorized at project closeout.
SECTION 5. That the Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that this Ordinance is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that this Ordinance must be immediately effective in order to maintain the operational integrity of the Water Reclamation Plant, and to maintain compliance with the NPDES discharge permit requirements, as set forth by the Ohio EPA.
