SUMMRY & BACKGROUND:
The City of Toledo has been awarded $180.9 million through the American Rescue Plan Act (“ARPA”). In early 2021, Ordinance 241-21 authorized the appropriation of $291,750 for proposed projects to be funded through the ARPA award. Subsequently, the city completed a public engagement process and developed a comprehensive Toledo Recovery Plan framework for spending the ARPA award. This framework included some of the projects initially approved in early 2021 while others have been funded through other sources. This Ordinance authorizes the disappropriation of those projects that have been funded outside of the Toledo Recovery Plan framework.
Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:
SECTION 1. That the disappropriation of $291,750 is authorized in the Local Fiscal Recovery Fund according to the attached Schedule A.
SECTION 2. That this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that this ordinance is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that this ordinance must be immediately effective in order to immediately effective in order to disappropriate projects in the Local Fiscal Recovery Fund that have been funded through other sources.
