Authorizing the appropriation of $850,000 from the General Fund for the 2022 city-wide mowing program; and declaring an emergency.

SUMMARY & BACKGROUND:
In 2019, the city hosted a mowing expo to attract the business of local, community-based mowing vendors. As a result of the expo, the city has entered into contract with over 40 community partners to mow parks, boulevards and vacant properties. Over the past three years, program has grown by 161 acres of property. As a result, additional mowing budget is requested in order to fund the 2022 program.
Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:
SECTION 1. That the appropriation of $850,000 is authorized from the unappropriated balance of the General Fund to Account Code 1001-27100-5634001STDSTD for the 2022 city-wide mowing program.
SECTION 2. That this Ordinance, being an emergency measure, shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that it is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that the Ordinance must be immediately effective in order to mowing of city-wide property.
Vote on emergency clause: yeas 12, nays 0.
Passed: April 12, 2022, as an emergency measure: yeas 11, nays 1.
