SUMMARY & BACKGROUND:
The Division of Road & Bridge Maintenance is responsible for maintenance and repair of all streets within the City of Toledo. Crack sealing is the most efficient way to provide maintenance to streets at the lowest cost of any method and can extend the life of a roadway for several years before major work is required. The City of Toledo has conducted crack sealing programs in the past, averaging 120 lane miles a year. The City of Toledo will contract out major and minor arterial roads while Division of Road & Bridge Maintenance crews will crack seal residential streets. The Division of Road & Bridge Maintenance has in its existing 2022 operating budget $300,000, appropriated by Ordinance 89-22 from the SCM&R Fund for 2022 Crack Sealing.
Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:
SECTION 1. That an expenditure of an amount not to exceed $300,000 is authorized from the Street Construction Maintenance and Repair Fund, Account Code 2014-23100-2411001STDSTD for the 2022 Crack Sealing Program.
SECTION 2. That the mayor is authorized to accept bids and award contracts for the 2022 Crack Sealing Program that are deemed necessary by the Commissioner of the Division of Road & Bridge Maintenance upon terms and conditions acceptable to the Director of Toledo Department of Transportation and the Director of Law.
SECTION 3. That the Finance Director is authorized to draw warrant or warrants against the above listed Account Code in an amount not to exceed $300,000 in payment of the obligations upon presentation ...
