Title

SUMMARY & BACKGROUND:

City Council is interested in conducting a Toledo-Columbus Ridership Feasibility and Cost Estimate Study. The attached “Scope of Work” with the title “Toledo-Columbus Ridership Feasibility and Cost Estimate Study Part 2: Financial and Economic Analysis” and dated January 2022 indicates that the study’s total cost is $20,000.  In addition to the $20,000 Ordinance 572-21 authorized to be accepted from TMACOG for a Toledo-Columbus Corridor Route Assessment Concept Study, TMACOG is contributing an additional $20,000 for the Toledo-Columbus Ridership Feasibility and Cost Estimate Study Part 2: Financial and Economic Analysis Study.  The Director of Finance is authorized to invoice TMACOG for a total of $40,000 for both the Toledo-Columbus Corridor Route Assessment Concept Study (Ordinance 572-21 $20,000) and a Toledo-Columbus Ridership Feasibility and Cost Estimate Study. This ordinance authorizes the expenditure of $20,000 from the unappropriated balance of the General Fund to Account Code 1001-10100-1112001.  This Ordinance would also authorize the Mayor to enter into agreements with Transportation Economics & Management Systems Inc. to undertake the study and with the Commissioner of the Division of Transportation to oversee the study. Finally, this Ordinance would waive the taking of competitive proposals.

 

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

SECTION 1.  That the Mayor is authorized to enter into any necessary agreement with Transportation Economics & Management Systems Inc. for the purpose of undertaking a Toledo-Columbus Ridership Feasibility and Cost Estimate Study Part 2: Financial and Economic Analysis Study subject to the terms and conditions deemed proper and requisite according to the Director of Law, not to exceed 20,000.

SECTION 2. That the Mayor is authorized to enter into any necessary agreement with TMACOG for the purpose of funding both the Ordinance 572.21 Toledo-Columbus Corridor Route Assessment Concept Study and the above referenced Toledo-Columbus Ridership Feasibility and Cost Estimate Study Part 2: Financial and Economic Analysis Study to accept a $40,000 contribution toward the cost of both studies subject to the terms and conditions deemed proper and requisite according to the Director of Law.

SECTION 3.  That the Director of Finance is authorized to accept and deposit a contribution from TMACOG in the amount not to exceed $40,000 into General Fund Account Code 1001-10100-1112001.

SECTION 4.  That the expenditure of $20,000 is authorized from the General Fund Account Code 1001-10100-1112001 for Toledo-Columbus Ridership Feasibility and Cost Estimate Study Part 2: Financial and Economic Analysis Study.

SECTION 5.  That the Director of Finance is authorized to issue warrant or warrants against the above account code in an amount not to exceed $20,000 in payment of all obligations authorized upon presentation of properly approved documentation.

SECTION 6. That the provisions of Toledo Municipal Code Chapter 187 regarding competitive proposals are hereby waived for purposes of entering the agreements authorized herein.

SECTION 7. That this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage.  The reason for the emergency lies in the fact that same is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that same must be immediately effective in order to undertake a Toledo-Columbus Corridor Route Assessment Concept Study.
