SUMMARY & BACKGROUND:
This Ordinance authorizes a five-year agreement for time and labor management software for the Fire and Rescue Department. The 2021 Capital Improvement Plan (CIP) budget included $111,000 for fire timekeeping software. The Fire and Rescue Department has completed a request for proposal process to identify the best software for this purpose and is recommending a five-year implementation and subscription agreement with Vector Solution.

Vector Solution's Time Labor Management Software provides a comprehensive web-based scheduling, notification, and resource management platform developed exclusively for Public Safety agencies and will be tailored to Toledo Fire & Rescue's unique scheduling needs. Said efforts will result in a user-friendly personnel management software that's agency defined, employs a rules-based algorithm, and incorporates all applicable staffing policies and workforce management tasks.

The costs for this agreement are member dependent at $75 per member and include an annual maintenance fee of $149, totaling $42,899 annually for 570 members. Annual payments for this software will be included in the CIP budget and the annual maintenance fee will be included in the General Fund operating budget.
