SUMMARY & BACKGROUND:
The City entered into a contract, authorized by Ordinance 303-19, with Arcadis US, Inc. for professional engineering services for the water distributions system Model Update and Master Plan through a competitive proposal bidding process. Work under this contract is continuing.
Simultaneous to the update to the water distribution system model, the rehabilitation of the High Service Pumping Station (HSPS) is also taking place. As a result of the pump work at HSPS, the current system of curves which predict pump performance and indicate which combination of pumps should be used for various operating conditions is obsolete. The scope of the proposed work includes two sequential tasks. The first is using the distribution system model to generate a system curve for the distribution system. The second is using the system curve to develop an operational chart, which will act as the standard operating procedure (SOP) for the High Service Pumping Station. The completed chart SOP will also aid in maximizing the useful life of the new and refurbished pumps as well as minimizing risk of local depressurization within the distribution system as regulated by OEPA.
This work is essential to the implementation of the improvements to the HSPS. The system curve is largely determined by the complex distribution system and is therefore best updated by Arcadis due to their expertise as a result of their work with the distribution system model. Amending the scope of work of the existing Arcadis contract is in the best interest of the city as it will reduce costs and time, due to the relationship between the modeling work and the system curve update and existing expertise of Arcadis as a result of the modeling project.
This Ordinance authorizes an amendment to the scope of work for the Arcadis modeling contract to add the system curve analysis and update, the additional cost of this work is $33,200. Funds are appropriated and authorized for expenditure, and available for this purpose under Ord. 220-13, which authorized bonds for work and improvements to the HSPS. Law has reviewed the scope of work as it relates to authorization under Ord. 220-13.
Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:
SECTION 1. That the mayor is authorized to execute an amendment to the city’s water distribution system modeling contract with Arcadis US Inc. (contract #46-4457) to expand the scope to include work related to High Service Pumping Station system curves, with such additional scope of work to be paid with funds appropriated and authorized for expenditure under Ord. 220-13.
SECTION 2. That Council finds it is in the city’s best interest to award the system curve scope of work to Arcadis US Inc. as an amendment to the existing contract referenced in Section 1 as permitted under TMC 187.24(b); waiving any competitive proposal requirements; and finding that such amendment to the scope of work under the existing Arcadis contract will save both time and money due to the interrelatedness of the modeling work and the system curve update and the fact that the original modeling contract was competitively let.
SECTION 3. This Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage. The reason for the emergency lies in the fact that it is necessary for the immediate preservation of the public peace, health, safety, and property, and to ensure the necessary implementation of the improvements at the High Service Pump Station and the continued efficient and safe operation of the city’s water distribution system.
