SUMMARY & BACKGROUND:
The City of Toledo, Department of Public Service, Division of Solid Waste, has had recycling services since 1986. Recycling efforts have been beneficial in extending the useful life of the Hoffman Road Landfill. The Division of Solid Waste has utilized Resource Recovery Systems, LLC (as successor to FCR Recycling) from December 2008 until present to process the recyclable materials.

Renewing the contract to June 30, 2022 will allow the city to continue to process single-stream recyclables and allow the city to comply with the Solid Waste Management Plan, as approved by Council.

Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

SECTION 1. That the Mayor is authorized to renew the agreement with Resource Recovery Systems, LLC to June 30, 2022 for the receipt and handling of single-stream recyclables collected curbside in the City of Toledo, upon such terms and conditions as approved by the Director of Public Service and the Director of Law.

SECTION 2. That this Council finds and determines it is in the best interest of the City to waive the competitive bidding process required by TMC Chapter 187 for the reason that Resource Recovery Systems, LLC has been providing this service since 2008 and no other alternatives for recycling processing have been identified to date.
