SUMMARY & BACKGROUND:
This ordinance authorizes the Toledo Police Department to participate in a study of Automatic License Plate Reader (ALPR) technology efficacy. This study is a partnership with Flock Group, Inc., Axon Enterprise, Inc., and the National Police Foundation to use and have installed access to 25 Flock Group, Inc. ALPR’s in order to create, view, search and archive footage and receive notifications. There is no cost to the City of Toledo for installation of 25 ALPR’s, maintenance, and cloud storage.
Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:
SECTION 1. That the Mayor is authorized to enter into an agreement with Flock Group, Inc. for the facilitation of a yearlong study on the efficacy of license plate reader technology at no cost to the City of Toledo.
SECTION 2. That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage. The reason for the emergency lies in the fact that it is necessary for the immediate preservation of the public peace, health, safety, and property.
Vote on emergency clause: yeas 12, nays 0.
