Urging Governor DeWine to not sign Ohio Senate Bill 215, allowing conceal carry without a permit, into law.

Summary
WHEREAS, according to statistics reported to the FBI, 59 police officers were killed in the line of duty from January 1, 2021, to September 30, 2021; and

WHEREAS, the FBI has reported that killings have soared nearly 30% in 2020; and

WHEREAS, Senate Bill 215 has three provisions: 1. Allow a person 21 years old who is otherwise legally allowed to have a gun conceal carry without a permit, 2. Holders of a conceal carry permit no longer need to carry that permit with them and 3. If stopped by police, a person with a concealed carry no longer need announce unless specifically asked about it; and

WHEREAS, there is a serious concern that those previously rejected for a conceal carry permit would now be able to avoid background checks; and

WHEREAS, the Ohio Mayors Alliance testified that there has been a surge of gun violence in Ohio and the passage of this law will further increase violent crime; and

WHEREAS, the Fraternal Order of Police testified that the passage will create a threat to police officer safety; and

WHEREAS, the Ohio Patrolman's Benevolent Association testified that this law would allow for a person convicted of misdemeanor assault on a police officer to legally carry a concealed handgun; and

WHEREAS, the loss of life due to gun violence has increased and has affected everyone, regardless of age; NOW, THEREFORE,

Be it resolved by the Council of the City of Toledo:

SECTION 1. That Toledo City Council encourages/ requests Governor DeWine to not sign into law Senate Bill 215 which would eliminate the permit requirement for the carrying of concealed firearms to residents over the age of 21.
