Recognizing Dr. Cecelia M. Adams for her dedication to Toledo City Council and the citizens of Toledo.

Summary
WHEREAS, Dr. Cecelia M. Adams was appointed to Toledo City Council as an at-large member in 2015 and elected to the seat in the 2015 and 2017 elections; and

WHEREAS, Dr. Cecelia M. Adams, an educator by profession, taught science for 14 years in the Toledo Public Schools district before moving into administration; eventually becoming assistant superintendent for middle schools; retiring after 35 years, she joined the Toledo Board of Education until her appointment to Toledo City Council; and

WHEREAS, Dr. Cecelia M. Adams served as the Chair of the Education, Recreation & Employment Committee, and the Neighborhoods, Community Development & Health Committee, as well as a committee member of Budget Oversight, Finance & Debt Oversight, Public Safety & Criminal Justice Reform, Streets, Public Services & Utilities, and Zoning & Planning; and

WHEREAS, Dr. Cecelia M. Adams organized the establishment of the EMT certification for Toledo students via Owens Community College, a program of study for 10 to 12 graders that credentials them in public safety; this program has since expanded into what is now known as PS419, a technical class taught at Toledo Public Schools; and

WHEREAS, Dr. Cecelia M. Adams confirmed that Parks, Recreation, Youth Services and Education are critical to quality of life and the health, safety and satisfaction of residents of all ages; in 2021 she proposed an ordinance to create the Department of Parks and Youth Services by enacting a new TMC Chapter 131 "Department of Parks and Youth Services", it was voted into action on May 25, 2021. The Department of Parks and Youth Services will include: Parks, Recreation & Community Enrichment, Youth Services, and Educational Engagement & Workforce Development; NOW, THEREFORE,
