SUMMARY & BACKGROUND:
On March 30, 2021, the City of Toledo passed Ordinance 160-21 authorizing the acceptance, deposit, appropriation, and expenditure of Emergency Rental Assistance Funds ("ERA1") awarded to Lucas County from the U.S. Department of Treasury; and establishing the Toledo Lucas County Emergency Rental Assistance Program ("TLCERAP").

Through the American Rescue Plan Act, the U.S. Department of Treasury has awarded both the City and County additional Emergency Rental Assistance Funds ("ERA2"). This legislation will provide funding for continuance of TLCERAP, which assists income-eligible households that were impacted by the COVID-19 pandemic by maintaining or securing housing. Assistance is available for housing, utility, and internet expenses.

This legislation authorizes the acceptance and deposit of ERA2 funds from Lucas County to the City in the amount of $3,215,643.274. By accepting these funds, the City will utilize its capacity to administer, manage, and disburse TLCERAP funds to residents in Lucas County.
