SUMMARY & BACKGROUND:
Ordinance 211-13 previously authorized funding for the Low Service Pump Station Improvements project for the Collins Park Water Treatment Plant. This project includes renovating the existing structure and equipment, new power substations, transformers, chemical feed systems, variable speed pumps and other improvements. To complete these improvements, this ordinance authorizes the expenditure of funds from the Water Bond Improvement Fund. Ordinance 578-21 received First Reading on 11/23/2021 authorizing the appropriation of these funds into the account code being used for this expense.
Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:
SECTION 1. That an amount not to exceed $262,664 is authorized for expenditure from the Water Bond Improvement Fund Account Code 6062-32000-4UB1713STDSTD for Low Service Pump Station Improvements.
SECTION 2. That the mayor is authorized to accept bids and execute necessary contracts for the completion of said project. All contract terms and conditions shall be subject to approval by the Director of Public Utilities and the Director of Law.
SECTION 3. That the Finance Director is authorized to issue their warrant or warrants against the above authorized account code in an amount not to exceed $262,664 in payment of the above authorized obligations upon presentation of the proper voucher or vouchers.
SECTION 4. That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage. The reason for the emergency lies in the fact that this Ordinance is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that this Ordinance must be immediately effective in order to ensure the uninterrupted distribution of quality potable drinking water to the citizens of the entire region.
