SUMMARY & BACKGROUND:
The purpose of this legislation is to allow the Toledo Police Department to purchase a 3D laser scanner with a five-year maintenance package. This equipment greatly reduces the time to process crime scenes. All evidence is collected quickly without missing any detail, and with standardized evidence collection, human error is minimized. This device provides imagery that can be revisited months and even years after the crime. Bringing the scene to the courtroom, jurors can enter an immersive environment to best understand the facts. First-hand accounts can be visualized to confirm or question testimony in court. This Ordinance authorizes expending $130,361.32 from the Law Enforcement Trust Fund for this purchase. Bid requests were posted on Planet Bids and Leica Geosystems Inc. was the only bidder.

Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

SECTION 1. That the Mayor is authorized to enter into a contract for the purchase of a laser scanner with a five-year maintenance package, upon terms and conditions acceptable to the Director of Police and the Director of Law.

SECTION 2. That the sum of $130,361.32 is authorized for expenditure from the Law Enforcement Trust Fund Account Code 2090-52000-3T32302STDFED for the purchase of a laser scanner with a five-year maintenance package.

SECTION 3. That the Director of Finance is authorized to draw her warrant or warrants against the above account codes in payment of the above authorized obligations in an amount not to exceed that authorized in Section 2 upon presentation of the proper voucher or vouchers.
