SUMMARY & BACKGROUND:
The aforementioned $234,319.49 is the sum of several funding sources. The first is a $27,000 grant received from the Cleveland-Cliffs Foundation. We request that the Mayor accept, deposit, and authorize this grant’s appropriation and expenditure for said purposes. $42,319.49 of said sum is from Fires General Fund, where Fire respectfully requests the same previously mentioned appropriation and expenditure permissions. The final $165,000 is CIP, where it’s appropriation and expenditure were previously approved in Ordinance #89-21. Collectively, said funds will serve to purchase (61) portable radios and related equipment, thereby facilitating an ongoing effort to replace Fire’s end-of-life cache of portable and mobile radios.
Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:
SECTION 1. That the Mayor is authorized to accept and deposit grant proceeds from the Cleveland-Cliffs Foundation in an amount not to exceed $27,000.00 for the purchase of portable radios and related equipment for the Toledo Fire and Rescue Department.
SECTION 2. That the sum of $27,000.00 is appropriated from the unappropriated grant proceeds of the Operational Grants Fund to Account Code 2016-53000-3G00410STDSTD and further authorizing the expenditure, in an amount not to exceed $27,000.00.
SECTION 3. That the amount not to exceed $42,319.49 is authorized for expenditure from the General Fund, Account Code 1001-53000-3341002STDSTD.
SECTION 4. That this Council finds it in the best interest of the city to waive the competitive bidding requirements of Toledo Municipal Code Chapter 187 for the reason that Motorola Inc. and its local distributor P&R Communications, is the sole-source provider for Motorola communication equipment used department-wide and as noted in Ordinance 232-19.
SECTION 5. That the Mayor is authorized to award contracts necessary to complete said purchase. Said contracts shall contain such terms and conditions as the Mayor may deem requisite and proper and shall be subject to approval by the Department of Law and the Director of Fire.
SECTION 6. That the Director of Finance is authorized to draw warrant or warrants against Accounting Code 2016-53000-3G00410STDSTD, 1001-53000-3341002STDSTD, in an amount not to exceed $69,319.49, upon presentation of the proper voucher or vouchers.
SECTION 7. That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage. The reason for the emergency lies in the fact that it is necessary for the immediate preservation of the public peace, health, safety, property, and the continued efficient operation of Toledo Fire and Rescue.
