SUMMARY & BACKGROUND:
Ordinance 473-16 previously authorized funding for the Facility Refurbishment project at the Collins Park Water Treatment Plant. This project was implemented to address concerns from the Ohio EPA to improve and restore the facilities in order to maintain a reliable regional water system. Various improvements throughout the facilities need to be completed to improve safety, security, operational flexibility and restorations. To provide additional funds to complete these improvements, this ordinance authorizes reappropriating monies from completed projects funded from the Series 2016 Bond Issuance. .
Summary
NOW, THEREFORE,Be it ordained by the Council of the City of Toledo:
SECTION 1. That the following projects in the Water Bond Improvement Fund are reduced of encumbrances, disappropriated and closed:

SECTION 2. That an amount not to exceed $2,387,253 is appropriated from the unappropriated bond proceeds in the Water Bond Improvement Fund into Account Code 6062-32000-4UB2416STDSTD (Facility Refurbishment).
SECTION 3. That the disappropriation of any remaining budget to fund balance is authorized at project closeout.
SECTION 4. That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage. The reason for the emergency lies in the fact that this Ordinance is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that this ordinance must be immediately effective in order to ensure the uninterrupted distribution of quality potable drinking water to the citizens of the entire region.
