SUMMARY & BACKGROUND:

As a part of the recent CIP Improvements at the Collins Park Water Treatment Plant and associated pump stations, a number of improvements have been made.  However, several systems have yet to be upgraded and refurbished including the carbon system at the Low Service Pump Station as well as the alum storage and feeding facilities at the Collins Park Water Treatment Plant.    The proposed re-appropriated monies are available from a number of projects that are a part of the CIP program that will be successfully completed for less than the original project estimate, including the Chemical Conveyance System Improvements, the Heatherdowns Pumping Station Improvements, the Residuals Handling & Dewatering Improvements, the Raw Water Intake Improvements and the Filter & Pipe Gallery Improvements.  Funding is also included from previously unappropriated bond monies.  This proposed work will complete the refurbishments and improvements to the chemical systems at Collins Park and the associated pumping stations. 

 

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

 

                     SECTION 1. That the following projects in the Water Bond Improvement Fund are reduced of encumbrances, disappropriated and closed:

 

 

 

 

                     SECTION 3. That the amount not to exceed $284,915 is appropriated from the unappropriated bond proceeds in the Water Bond Improvement Fund into Account Code 6062-32000-4UB5612STDSTD (Chemical Feed Improvements).

 

                     SECTION 4. That an amount not to exceed $2,446,980 is appropriated from the disappropriated balance of the Water Bond Improvement Fund into Account Code 6062-32000-4UB5616STDSTD (Chemical Feed Improvements).

 

                     SECTION 5. That the amount not to exceed $516,316 is appropriated from the unappropriated bond proceeds in the Water Bond Improvement Fund into Account Code 6062-32000-4UB5618STDSTD (Chemical Feed Improvements).

 

                     SECTION 6.  That the disappropriation of any remaining budget to fund balance is authorized at project closeout.

 

                     SECTION 7.  That this Ordinance is hereby declared to be an emergency measure and shall be in force and effect from and after its passage.  The reason for the emergency lies in the fact that same is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that this Ordinance must be effective immediately in order to maintain the supply of potable water to the region in an efficient manner.
