SUMMARY & BACKGROUND:

Toledo Fire and Rescue’s expenditure request of $409,255.44 incorporates $356,932.73 received from a FEMA grant for Emergency Medical Services, a 10% non-federal fund grant matching condition of $35,693.27, and an additional $16,629.44 of CIP funding to offset related LifePak 15 Cardiac Monitor costs; whereas the total COT commitment is $52,322.71, of which $36,000 was previously appropriated from the Capital Improvement Fund in Ordinance 498-21 thereby facilitating the purchase of 11 Lifepak 15 Cardiac Monitors and related equipment. 

 

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

 

SECTION 1. The Mayor is authorized to accept and deposit a grant from the Federal Emergency Management Agency (FEMA) into Capital Improvement Fund account 540G-53000-3GA5421STDSTD in an amount not to exceed $356,932.73 to purchase eleven (11) Lifepak 15 Cardiac Monitors and related equipment.

 

SECTION 2. That the appropriation of $356,932.73 is authorized from the unappropriated grant proceeds of the Capital Improvement Fund to Account Code 540G-53000-3GA5421STDSTD and the expenditure of same is authorized for the purchase of Lifepak 15 Cardiac Monitors and related equipment.

 

SECTION 3. That the appropriation of $16,629.44 is authorized from the unappropriated balance of the Capital Improvement Fund to Account Code 5040-53000-8CP2146FIRLPK for the purchase of eleven (11) Lifepak 15 Cardiac Monitors and related equipment.

 

SECTION 4. That the expenditure of an amount not to exceed $52,322.71 is authorized from the Capital Improvement Fund Account Code 5040-53000-8CP2146FIRLPK for the purchase of eleven (11) Lifepak 15 Cardiac Monitors and related equipment.

 

SECTION 5. That this Council finds and determines it is in the best interest of the City to waive the competitive bid requirements of TMC Chapter 187 for the reason that Stryker is the sole-source provider for Lifepak 15 Cardiac Monitors and compatible with existing emergency medical equipment.

 

SECTION 6.  That the Mayor is authorized to enter into contracts necessary to complete the above purchase.  Said contracts shall contain such terms and conditions as the Mayor may deem requisite and proper and shall be subject to approval by the Department of Law and the Director of Fire.

 

SECTION 7.  That the Director of Finance is authorized to draw her warrant or warrants against the Account Codes above in an amount not to exceed $409,255.44 in payment of the obligations authorized above upon presentation of the proper voucher or vouchers.

 

SECTION 8. That this Ordinance, being an emergency measure, shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that this Ordinance is necessary to facilitate Toledo Fire’s Emergency Medical Services to the community by replacing end-of-life Lifepak 15 models with current models as per industry standards and manufacturer’s recommendations.
