SUMMARY & BACKGROUND:

The Downtown Seawall Project, in Promenade Park, was successfully completed prior to the Solheim Cup, in the amount of $1,566,695.17.  The remaining project balance of $89,264.83 will be reappropriated into the 2019 Matches and Planning CIP project account.  This amount, along with the remaining amount in the 2019 Matches and Planning project account, will be used for the Levee Closure Device Project, the MLK Drainage Project, MLK multi-use path over or under the MLK Bridge, Secor over Ottawa, Kuhlman over NSRR.

 

The fiscal impact of this Ordinance is as follows:

-                     The amount of funds requested: $89,264.83 re-appropriated.  No new funds.

-                     The expenditure budget line item: 5040-23100-8CP1906MATCHP

-                     New revenue generated (operational revenue, grants, if any): none

-                     Revenue budget line item (if any): none

-                     Are funds budgeted in the current fiscal year (yes/no)?: they were originally budgeted in 2019 under Ord 42-19

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

 

                     SECTION 1.  That the disappropriation of $89,264.83 is authorized from the Capital Improvement Fund Account Code 5040-23100-8CP2029SEAWAL and the appropriation of same is authorized to Account Code 5040-23100-8CP1906MATCHP.

 

                     SECTION 2. That the expenditure of $175,358.17 is authorized from the Capital Improvement Fund Account Code 5040-23100-8CP1906MATCHP for Streets, Bridges & Harbor Capital Matches and Planning Improvement Projects.

                     

                     SECTION 3.  That the Mayor is authorized to accept bids and award contracts for improvement projects that are deemed necessary by the Commissioner of the Division of Streets, Bridges & Harbor upon terms and conditions acceptable to the Director of Public Service and the Director of Law.  

 

                     SECTION 4.  That the Finance Director is authorized to draw warrant or warrants against the account code identified in Section 2 in amounts not to exceed $175,358.17 in payment of the obligations authorized above upon presentation of the proper voucher or vouchers.

 

                     SECTION 5.  That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage.  The reason for the emergency lies in the fact that same is necessary for the preservation of the public peace, health, safety and property and for the further reason that this Ordinance must be immediately effective in order to complete Streets, Bridges & Harbor Capital Improvement Projects.
