SUMMARY & BACKGROUND:

Ransomware and other cyber-attacks pose a significant threat to the systems that operate and connect to our plants, driving the need for an assessment that identifies vulnerabilities, remediation steps, and recommendations for ongoing monitoring. This engagement will focus on plant operating technology (OT). The assessment will include a detailed threat landscape, identify likely threats, threat vectors, and potential impacts associated with successful attacks.

 

The fiscal impact of this ordinance is as follows:

-                     Total amount of funds requested: $175,000

-                     The expenditure budget line item: 6060-32000-4000500STDSTD $87,500 & 6070-36000-4000507STDSTD $87,500.

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

                     

                     SECTION 1.                     That the mayor is authorized to enter into information technology security consulting services agreements to asses plant operating technology, cyber security and make recommendation for improvements and on-going monitoring for the water treatment and reclamation plants, upon terms and conditions acceptable to the Directors of Law and Public Utilities.

 

                     SECTION 2. That this Council finds and determines it is in the best interest of the City for security reasons to waive the competitive bidding requirements of Toledo Municipal Code Chapter 187 for the agreements authorized in Section 1.

 

SECTION 3. That the appropriation of $87,500 is authorized from the Water Operating Fund to Account Code 6060-32000-4000500STDSTD and the appropriation of $87,500 is authorized from the Sewer Operating Fund to Account Code 6070-36000-400507STDSTD; and the expenditure of same is authorized for the purpose in Section 1.

 

            SECTION 4.  That the Director of Finance is authorized to issue warrant or warrants against the above listed account codes in an amount not to exceed that authorized above in payment of the obligations incurred pursuant to the agreements authorized in Section 1 upon presentation of proper voucher or vouchers.

 

                     SECTION 5.  That this Ordinance is declared to be an emergency measure and shall take effect and be in force immediately from and after its passage.  The reason for the emergency lies in the fact that this ordinance is necessary for the immediate preservation of the public peace, health, safety and property and for the further reason that this Ordinance must be immediately effective to timely assess water treatment and water reclamation plant information technology security.
