Authorizing the mayor to enter into an agreement for the purchase of three flow meter systems; authorizing expenditure in an amount not to exceed $23,364 from the Storm Water Operating Fund; and declaring an emergency.

SUMMARY & BACKGROUND:

This ordinance authorizes the City of Toledo to purchase of three flow meter systems to assist the Department of Public Utilities stormwater section in providing more accurate water quality data and in performing inspection analysis. This supports the City of Toledo’s compliance with the Ohio EPA National Pollutant Discharge Elimination Systems (NPDES) permit for storm water. After advertisement, the sole bidder, Hach Company, was selected.

The fiscal impact of this Ordinance is as follows:

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

 

                     SECTION 1. That the mayor is authorized to enter into an agreement for the purchase of three flow meter systems, upon terms and conditions acceptable to the Directors of Public Utilities and Law.

 

SECTION 2.                     That an expenditure in an amount not to exceed $23,364 is authorized from the Storm Water Operating Fund, Account Code 607A-38000-4000552STDSTD, for the purpose identified in Section 1.

 

SECTION 3. That the Finance Director is authorized to issue warrant or warrants against the account code listed above in an amount not to exceed $23,364 in payment of the obligations incurred pursuant to the above authorized agreement upon presentation of proper voucher or vouchers.  

 

SECTION 4.                     That this Ordinance is declared to be an emergency and shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that this ordinance is necessary for the immediate preservation of the public peace, health, safety and property of the city and for the further reason that this Ordinance must be immediately effective in order to timely provide more accurate water quality data.
