Title

Authorizing the Mayor to enter into an amended Eugene F. Kranz Toledo Express Airport joint economic development contract with the Board of Trustees of Swanton Township, Lucas County, Ohio, and Monclova Township, Lucas County, Ohio, for the purpose of adding to and enlarging the joint economic development district territory; making certain findings with respect thereto; and declaring an emergency.

Body

SUMMARY & BACKGROUND:

Pursuant to the authority of Ordinance 539-14 passed on December 2, 2014, the City entered into a Joint Economic Development District Contract with Swanton Township, Lucas County, Ohio, and Monclova Township, Lucas County, Ohio, to create a joint economic development district located on 704 acres of property in the immediate vicinity of the Eugene F. Kranz Toledo Express Airport. The purpose of this economic development district was to facilitate economic growth and development within the territory. The success of the economic development district to date has motivated the Toledo-Lucas County Port Authority, as owner, to petition the Joint Economic Development District Board to include an additional 5.1 parcel acre of undeveloped land to the district territory, having parcel #72-11857 located at 11300 Sager Road, Swanton, Ohio. Granting the petition and including the subject property into the expanded district territory requires the amendment to the district contract accordingly. Amending the contract comes at the recommendation of the Joint Economic Development District Board. A public hearing sponsored by Toledo City Council was held on August 17, 2021, where public comment was received with respect to the proposed amendment. It is the Joint Economic Development District Board’s belief that amending the contract to include the additional acreage will create and preserve jobs and employment opportunities, and will improve the economic welfare of the people in the state and in the area of the contracting parties.

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

SECTION 1.  That the Mayor is hereby authorized to enter into an Amended Joint Economic Development District Contract with the Board of Township Trustees of the Township of Swanton, Lucas County, Ohio and the Township of Monclova, Lucas County, Ohio.
