SUMMARY & BACKGROUND:
The City of Toledo Department of Neighborhoods (DON), in partnership with NeighborWorks Toledo Region (NWTR), applied for and received an award from the U.S. Department of Housing and Urban Development Office of Healthy Homes and Lead Hazard Control. This pilot program utilizes the DON's preexisting Lead Hazard Control grant and NWTR's Weatherization Assistance Program to demonstrate that comprehensive rehabilitation work in residential properties is preferred to siloed service delivery. This cooperation demonstration program will provide funds to fill health and safety housing needs that neither preexisting program covered, as well as facilitate a single point-of-entry referral for healthcare providers and community health workers to help asthmatic occupants of both privately-owned rental and owner-occupied housing.

The financial impact of this Ordinance is the receipt of $1,000,000 from HUD to the City of Toledo for the Department of Neighborhoods to administer the Healthy Home and Weatherization Cooperation Demonstration program to improve the health and safety of homes and occupants.
