Title
Resolution expressing support for the City of Toledo Neighborhood Block Beautification Contest with a desire to do all that is necessary to encourage participation and make the program a success; and declaring an emergency.
Summary
WHEREAS, the City of Toledo Neighborhood Block Beautification Contest (“TNBC”) is sponsored by the City of Toledo and Keep Toledo Lucas County Beautiful and is designed to encourage and promote neighborhood beautification and property maintenance; and
WHEREAS, the TNBC will annually recognize and reward participating residents and neighborhood small businesses whose properties reflect community pride and have aesthetically pleasing exterior improvements; and
WHEREAS, the TNBC is open to all homes, neighborhood blocks and small businesses within city limits; and
WHEREAS, the TNBC selection criteria will include property maintenance, code compliance, street facing exterior improvements, gardens, and landscaping that enhance curb appeal; and
WHEREAS, the TNBC will be managed by the Department of Neighborhoods and judged by a twelve (12) member Selection Committee consisting of a city resident recommended by each Council member; and
WHEREAS, the Department of Neighborhoods will seek sponsors and partners to provide in kind and cash support for TNBC incentives; and
WHEREAS, the TNBC Selection Committee will annually select three (3) homes, two (2) blocks and two small business in each Council District as winners of the TNBC; and
WHEREAS, winners of the TNBC will receive special recognition by the Mayor and City Council; a permanent plaque for placement on the exterior of the property; and other prizes provided by participating TNBC sponsors; and
WHEREAS, contest deadlines, other rules and conditions are set forth in TNBC Application and Guidelines (attachment); NOW THEREFORE,
Be it resolved by the Council of the City of Toledo:
SECTION 1. That Toledo City Council strongly supports the creation of TNBC, will do all in his or her power to promote, encourage, and market the benefits of the TNBC within the Districts or at large throughout the City, and will strive to recommend a person for membership to the Selection Committee.
SECTION 2. That the Council will recognize those winning homes, blocks, and small businesses and help ensure that any eligible participant is encouraged to apply before the annual deadline.
SECTION 3. That all formal actions concerning and relating to the passage of this Resolution were passed in an open meeting of this Council, and that all deliberations of this Council and any of its committees that resulted in such formal action were in meetings open to the public, in compliance with all legal requirements including Section 121.22 of the Ohio Revised Code.
SECTION 4. That this Resolution is declared to be an emergency measure and shall take effect and be in force from and after its adoption. The reason for the emergency lies in the fact that this Resolution is necessary for the immediate preservation of the public peace, health, safety and property; and for the further reason that immediate action is necessary in order to authorize a resolution indicating the support of Toledo City Council on a matter of great importance to the City in a timely manner which shall take effect immediately upon passage.
