SUMMARY & BACKGROUND:

Many of the goods and services required for the routine function of Water Distribution operations are recurring and expected. Funding is subject to appropriation.  This ordinance authorizes the contracting for routine yet necessary goods and services for up to a one-year period with the option for up to 3 additional renewals of one-year each. Competitive procurement is required.

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

 

                     SECTION 1.                      That upon proper requisition, the mayor is authorized to contract for and purchase the goods and materials listed in the attached Addendum A for the use of maintenance and repair on the water distribution infrastructure.  Each contract shall be for up to one (1) year with an option of up to three (3) successive one-year renewals.

 

SECTION 2.  That all purchases authorized by this Ordinance are subject to a proper appropriation set forth in the annual appropriations, or such other appropriations as the Council may make and no purchase shall be made unless there is adequate appropriation therefore.  The purpose of this ordinance is to authorize the purchase from time to time of the above mentioned items and articles and authorize expenditures for same from the Water Operating and Utilities Administrative Services Fund. 

 

                     SECTION 3. That the Finance Director is authorized to draw warrant or warrants against the proper appropriation from available funds in payment of all obligations created by this ordinance upon presentation of proper voucher or vouchers.

 

                     SECTION 4. That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage.  The reason for the emergency lies in the fact that same is necessary for the immediate preservation of the public peace, health, safety, and property and for the further reason that this Ordinance must be immediately effective in order to permit the timely acquisition of goods and materials for the maintenance of the water distribution infrastructure.
