SUMMARY & BACKGROUND:
This Ordinance authorizes the appropriation of $2,500,000 from the unappropriated balance of the Capital Improvement Fund for major building improvements at the Frederick Douglass Community Center including, but not limited to, lighting, HVAC and automation, building envelope, roofing improvements and such other general improvements as are identified in Attachment A.

Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

SECTION 1. That the sum of $2,500,000 is hereby appropriated from the unappropriated balance of the Capital Improvement Fund in Account Code 5040-26100-8CP2140FDCOMM for major building improvements at the Frederick Douglass Community Center including but limited to those identified in Attachment A.

SECTION 2. That the Mayor is authorized to accept bids for labor, materials, and professional services necessary for the purposes specified in Section 1.

SECTION 3. That all formal actions concerning and relating to the passage of this Ordinance were passed in an open meeting of this Council, and that all deliberations of this Council and any of its committees that resulted in such formal action were in meetings open to the public, in compliance with all legal requirements including Section 121.22 of the Ohio Revised Code.

SECTION 4. That this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that the same is necessary for the immediate preservation of the public peace, health, safety...
