SUMMARY & BACKGROUND:

The City seeks to enter a contract with a qualified Benefits Counselor and Insurance Broker Service firm, McGohan Brabender, for the purpose of providing a full range of services related to the City’s health and welfare benefit program. Specifically, in order to assess and make recommendations regarding the current benefit programs, and to provide general consultancy regarding, but not limited to administration and best practices; business intelligence, data, reporting, analytics and benchmarking; design, long-term planning and continuous improvement; employee education and wellness initiatives; labor unit education and relationship support; collective bargaining, mediation and arbitration support; budgeting and forecasting; and actuarial analysis.

 

Competitive proposals were sought twice for this project. Once in conjunction with other consultation services for the Departments of Finance and Information, Communication & Technology, from March 17, 2020 through April 14, 2020, and again separately, from May 22, 2020 through June 23, 2020. A total of thirteen (13) bids were submitted between each request for proposals. The selection committee, which encompassed the members of the Healthcare Cost Containment Committee, reviewed all the proposals from both requests based on cost, services provided, and the company’s record of similar successful projects. Based on this review, it was determined that McGohan Brabender is best-suited to achieve the City’s objectives.

 

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

 

           SECTION 1.                     That the Mayor is authorized to enter into a professional services agreement with McGohan Brabender, for the administration, selection, and implementation of programs and improvements relating to the City’s healthcare benefit and wellness plans for a term not to exceed two (2) year with the option for a one (1) year extension and upon other terms and conditions deemed proper and requisite according to the Mayor, Director of Law, and the Director of Human Resources.

 

                     SECTION 2.                      That the sum of $525,000.00 is authorized for expenditure from Account Code 7083-17100-537410-1156001STDSTD. That said costs shall then be allocated to Account Code 517400 (Medical Insurance) within the various City organization units.

 

           SECTION 3.                     That the Director of Finance is authorized to draw his warrant or warrants against the above account code in payment of obligations as authorized upon presentation of the proper voucher or vouchers.    

          

                     SECTION 4.                      That this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage.  The reason for the emergency lies in the fact that this Ordinance is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that this Ordinance must be immediately effective to review and address the rapid changes within the employee healthcare and wellness landscape.
