SUMMARY & BACKGROUND:
The City of Toledo finds it necessary to offer young Toledoans educational and professional training opportunities through comprehensive internships within a variety of City departments. Not only will this keep youth engaged and off the streets during the summer, it will also create an opportunity for young Toledoans to earn a meaningful income. Furthermore, this program will create a pathway for young Toledoans to become skilled tradesmen and professionals. This creates a more robust workforce from which the City and Toledo as a whole can draw both now and in the future. Likewise, it shows an investment in Toledo’s youth that aligns with the priorities related to workforce development stipulated in Ordinance 271-21 and serves as a first step in achieving the broader goals set forth in the comprehensive strategy of the Division of Educational Engagement and Workforce Development. Enacting this program now gives the City a head start in training young Toledoans for a bright future and leaves open the possibility of further developments within the program by the Commissioner of Educational Engagement and Workforce Development.
Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:
SECTION 1. That the appropriation of $64,000 is authorized from the unappropriated balance of the General Fund to Account Code 1001-17100-1156001STDSTD and the expenditure of same is authorized for payment for the City of Toledo Internship and Pre-Apprenticeship Program.
SECTION 2. That the appropriation of $6,000 is authorized from the unappropriated balance of the General Fund to Account Code 1001-89800-531120-1129001STDSTD, and the expenditure of the same is authorized for payment of parking for the interns of the City of Toledo Internship and Pre-Apprenticeship Program.
SECTION 3. That the Finance Director is authorized to draw warrant or warrants against the above-mentioned Account Codes in an amount not to exceed $70,000 in payment of the above authorized obligations upon the proper voucher or vouchers.
SECTION 4. That this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that this ordinance is necessary for the immediate preservation for the public peace, health, safety and property, and for the further reason that this ordinance must be immediately effective in order to timely provide pay for the interns recruited for the City of Toledo Internship and Pre-Apprenticeship Program.
