SUMMARY & BACKGROUND:

The Division of Streets, Bridges & Harbor is responsible for maintenance and repair of all streets and alleys within the City of Toledo. This equipment will be used to assist crews in repairing city streets.

 

The fiscal impact of this Ordinance is as follows:

The total amount to be expended in the above schedule is not to exceed $185,200.

 

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

 

SECTION 1.  That an amount not to exceed $185,200 is authorized for expenditure from the Street Construction, Maintenance and Repair Fund, Account Code 2014-23100-2411001STDSTD for the purchase of equipment for the division of Streets, Bridges & Harbor.

 

SECTION 2. That the Mayor is authorized to enter into a contract for the purchase of one (1) Case 580 Backhoe Loader, upon terms and conditions acceptable to the Director of Public Service and the Director of Law.

 

SECTION 3. That the Mayor is authorized to enter into a contract with Southeastern Equipment for the purchase of one (1) Case 24” Skid Steer Cold Planer, upon terms and conditions acceptable to the Director of Public Service and the Director of Law.

 

SECTION 4.  That this Council finds it in the best interest of the city to waive the competitive procurement requirements of TMC Chapter 187 for the purchase of one (1) Case 24” Skid Steer Cold Planer for the reason that this item of specialized equipment is designed to attach to existing Case equipment used by the Division of Streets, Bridges & Harbor and Southeastern Equipment is the local brand vendor for this equipment.      

 

SECTION 5. That the Mayor is authorized to accept bids and awards contracts for the purchase of Asphalt Hot Box Bodies and a 24” Skid Steer Cold Planer Attachment and two (2) Crash Attenuator Trailers, upon terms and conditions acceptable to the Director of Public Service and the Director of Law.

 

SECTION 6.  That the Finance Director is authorized to draw warrant or warrants against the Account Code listed in Section 1 in payment of the above authorized obligations upon presentation of properly approved voucher or vouchers in a total amount not to exceed $185,200.

 

SECTION 7.  That this Ordinance, being an emergency measure, shall take effect and be in force from and after its passage.  The reason for the emergency lies in the fact that it is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that the Ordinance must be immediately effective in order to ensure that the vehicular fleet is equipped in a fashion supportive of continuous daily city services to the community.
