SUMMARY & BACKGROUND:

The 2021 general fund operating budget includes funds for employee parking expenses for staff parking in the Vistula and One Government Center parking garages. Other staff downtown at the Toledo Municipal Court, the Safety Building and One Government Center have been parking in the Constitution Avenue parking lot, which does not have any cost associated with its use. However, as of June 1, the lot will be unavailable due to the construction at the federal courthouse. As a result, additional parking spaces are required at this time.

 

This ordinance authorizes the expenditure of funds for additional employee parking costs and authorizes the Mayor to enter into agreements as needed for said parking spaces. These agreements are for one-year terms, with an option to renew for up to two additional one-year terms.

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

 

SECTION 1. That the Mayor is authorized to enter into agreements as needed for the purpose of securing parking spaces for City of Toledo employees working in downtown Toledo at the Toledo Municipal Court, the Safety Building and One Government Center. Said agreements shall be for a term of one year, with the option to renew for two one-year terms and otherwise are subject to terms and conditions as approved by the Director of Law and the Director of Human Resources.

                     

SECTION 2.                     That, subject to appropriation, an expenditure of $400,000 annually over the term of the agreements is authorized from the General Fund, Account Code 1001-89800-1129001STDSTD for the cost of City of Toledo employee parking in downtown Toledo.

 

                     SECTION 3. That this Council finds and determines it is in the best interests of the City to waive the competitive procurement requirements of TMC Chapter 187 for the reason that there are limited parking spaces near the downtown City offices and the City has negotiated proposed agreements with parking vendors with competitive market rates. 

 

                     SECTION 4. That the Finance Director is authorized to draw warrant or warrants against the above-mentioned Account Code in an amount not to exceed $400,000 in payment of the above authorized obligations upon the proper voucher or vouchers.

 

SECTION 5. That this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage.  The reason for the emergency lies in the fact that this ordinance is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that this ordinance must be immediately effective in order to timely provide parking for City of Toledo employees prior to the loss of the use of the Constitution Avenue parking lot.
