Title

Authorizing the appropriation and expenditure of an amount not to exceed $661,545 for recreation programming and the appropriation and expenditure of an amount not to exceed $691,348 for mentorship, summer employment and program investment from the General Fund; authorizing the Mayor to enter into necessary agreements to carry out the programming; and declaring an emergency.

SUMMARY & BACKGROUND:

This ordinance allows for the expenditure of $661,545 for summer recreation programming and $691,348 for mentorship, summer employment and program investment from the General Fund.  Programming, job training and mentorship programs being funded have the specific purpose of recovering from the COVID 19 pandemic.  Support is going to community organizations to expand offerings for the health, wellness and safety of Toledo residents. American Rescue Plan Act (ARPA) funds may be used to reimburse this expenditure based on the release of Treasury guidance regarding the use of ARPA funds. At that time, subsequent legislation will be presented to authorize same.

 

The fiscal impact of this ordinance is as follows:

Summary

NOW THEREFORE, Be it ordained by the Council of the City of Toledo:

 

SECTION 1.  That the appropriation of $661,545 is authorized from the unappropriated balance of the General Fund to Account Code 1001-60300-7SUMMERRECNEI and the expenditure of same is authorized for the City of Toledo summer recreation programming.

 

SECTION 2.  That the appropriation of $691,348 is authorized from unappropriated balance of the General Fund to Account Code 1001-60300-7MENTOREMPNEI and the expenditure of same is authorized for the City of Toledo mentorship, summer employment and program investment.

 

                     SECTION 3.  That the Mayor is authorized to enter into necessary program agreements with those individuals and entities identified in Exhibit A, upon terms and conditions acceptable to the Director of Public Service and the Director of Law.

 

                     SECTION 4. That this Council finds and determines it is in the best interests of the City to waive the competitive procurement requirements of TMC Chapter 187 for the reason that the program service providers identified are recognized as established community partners who have the capacity to expand their programming in the short timeframe necessary for the success of the youth and young adult programs in summer 2021.

 

                     SECTION 5.  That the Finance Director is authorized to draw warrant or warrants against the Account Codes above in payment of the above obligations authorized in amounts not to exceed those authorized above upon presentation of the proper voucher or vouchers.

 

SECTION 6.  That this Ordinance, being an emergency measure, shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that the Ordinance is necessary for the immediate preparations for the summer of 2021 season.
