Title

Authorizing the Mayor to enter into a professional services agreement with the Cure Violence Global, Inc. for the provision of program support and training regarding the Mayor’s Initiative to Reduce Gun Violence; authorizing the expenditure of an amount not to exceed $80,000 from the General Fund; waiving the competitive procurement requirements of TMC Chapter 187; and declaring an emergency.

SUMMARY & BACKGROUND:                     

The 2021 general fund operating budget includes funds for the Mayor’s Initiative to Reduce Gun Violence. As part of this initiative the City will enter into an agreement with Cure Violence Global, Inc. an organization whose information, expertise and research will be applied to the Mayor’s Initiative to Reduce Gun Violence. The Cure Violence model is being utilized in this program.  Funds will be paid to Cure Violence Global, Inc. for assessment, data collection and community engagement services.

 

The fiscal impact of this ordinance is as follows:

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

 

                     SECTION 1. That the Mayor is authorized to enter into a professional services agreement with Cure Violence Global, Inc. upon terms and conditions acceptable to the Director of Law.

 

                     SECTION 2.                     That an expenditure of an amount not to exceed $80,000 is authorized from the General Fund, Account Code 1001-10200-1181001STDSTD for payment to Cure Violence Global, Inc. for assessment, data collection and program support for the Mayor’s Initiative to Reduce Gun Violence.

 

                     SECTION 3. That this Council finds and determines it is in the best interests of the City to waive the competitive procurement requirements of TMC Chapter 187 for the reason that Cure Violence Global, Inc. is national leader in the research, development of strategies and training to reduce gun violence in cities.

 

                     SECTION 4. That the Finance Director is authorized to draw warrant or warrants against the above mentioned Account Code in an amount not to exceed $80,000 in payment of the above authorized obligations upon the proper voucher or vouchers.

 

SECTION 5. That this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage.  The reason for the emergency lies in the fact that this ordinance is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that this ordinance must be immediately effective in order to timely provide support for the Mayor’s Initiative to Reduce Gun Violence.
