SUMMARY & BACKGROUND:

Engineering Services owned two Trimble R8 Global Network Satellite Systems, both purchased in 2005. One unit was replaced in 2020, the second unit can no longer be repaired and has been deemed obsolete by the manufacture. The Trimble R12 has the ability to track three times the satellites as the current survey system along with the ability to connect to satellites in dense and wooded areas, which will allow surveys to be completed expediently, and with more accuracy.  This system is available through Precision Laser and Instrument, Inc., which is a proprietary seller of Trimble products in the Toledo area.  This legislation will authorize the replacement of the obsolete equipment.

 

The fiscal impact of this ordinance is as follows:

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

 

                     SECTION 1.  That the mayor is authorized to enter into an agreement with Precision Laser & Instrument, Inc. for the purchase of one (1) Trimble R12 Survey System upon such terms and conditions as the mayor may deem requisite and proper, subject to approval by the Director of Law and the Director of Public Utilities.

 

                     SECTION 2.  That an amount not to exceed $13,620 is authorized for expenditure from the Capital Improvement Fund, Account Code 5040-35000-8C35000PROSUP, an amount not to exceed $5,500 is authorized for expenditure from the Water Operating Fund, Account Code 6060-35000-4000512STDSTD, an amount not to exceed $5,410 is authorized for expenditure from the Storm Water Utility Operating Fund, Account Code 607A-35000-4000552STDSTD, and an amount not to exceed $1,170 is authorized for expenditure from the Sewer Operating Fund, Account Code 6070-35000-4000508STDSTD for the purchase of one (1) Trimble R12 Survey System.

 

                     SECTION 3.  That this City Council finds it in the best interest of the City of Toledo to waive the competitive procurement provisions of TMC Chapter 187 for the reason that the Trimble R12 Survey System has exclusive compatibility with existing software programs being used by the city and Precision Laser & Instrument, Inc. is the sole source provider for the Trimble R12 system.

 

                     SECTION 4.  That the Director of Finance is authorized to issue warrant or warrants against the account codes listed above in an amount not to exceed $25,700 in payment of the above authorized obligations upon presentation of the proper voucher or vouchers.

 

                     SECTION 5.  That this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that this Ordinance is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that this Ordinance must be immediately effective in order to permit the expedient purchase of one (1) Trimble R12 Survey Systems.
