Title

Authorizing the appropriation and expenditure of $138,000.00 for the collection, hauling, and processing of materials collected through the 2021 EngageToledo Recycling events; authorizing the mayor to accept bids and enter into necessary contracts for recycling and disposal services; waiving the competitive procurement requirements of TMC Section 187; and declaring an emergency.

SUMMARY & BACKGROUND:

The Division of Code Enforcement, in partnership with the Departments of Public Service, Public Utilities, and EngageToledo, will increase the number of scheduled recycling events in 2021.  These events are open to the public and provide the opportunity for participants to engage with a variety of vendors for recycling materials, hazardous waste, tires, televisions and other various electronics, personal documents, and general debris.  The ordinance will authorize the expansion of the 2021 from fifteen (15) total events to twenty-three (23).   

 

The fiscal impact of this ordinance is as follows:

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

 

                                                                                                         SECTION 1.                      That the appropriation and expenditure of $138,000.00 is authorized from the General Fund, Account Code 1001-56400-5634001STDSTD, for the collection, hauling and processing of materials collected through the 2021 EngageToledo recycling events.

 

                                                                                                         SECTION 2.                      That the mayor is authorized to enter into agreements with appropriate vendors for the purpose identified in Section 1 and upon such other terms and conditions acceptable to the Director of Neighborhoods and the Director of Law.

 

SECTION 3.                      That this Council finds it in the best interest of the city to waive the competitive procurement requirements of TMC Section 187 for the reason that the vendors used for the recycling events have existing contracts and agreements with the City for these specific recycling services for 2021.

 

SECTION 4.                      That the Finance Director is authorized to draw his/her warrant or warrants against the above account code in payment of all obligations authorized above in an amount not to exceed $138,000.00 upon presentation of proper voucher or vouchers.

 

                     SECTION 5.                      That this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that the same is necessary for the immediate preservation of the public peace, health, safety and property, and for further reason that the Ordinance must be immediately effective in order to allow the timely execution of the recycling events this year.
