Supporting Solar Purchasing Co-ops in concept; Directing the Mayor or Mayor’s Designee to provide in-kind support for informational meetings on Solar Co-ops in each Commission District.
Summary
WHEREAS, there is growing interest from homeowners in Toledo in installing solar panels on their homes, to reduce their energy bills, generate pollution-free renewable energy, and to be resilient to storms; and
WHEREAS, elsewhere in Ohio and in other parts of the country, neighborhood solar purchasing co-ops have been created through entities such as Solar United Neighborhoods of Ohio; and
WHEREAS, solar purchasing co-ops are voluntary groups that may buy solar panels or other solar infrastructure in bulk as a way to make solar power more affordable and accessible to the participants of solar co-ops; and
WHEREAS, solar purchasing co-ops may also facilitate a request for proposal, offer technical expertise and individualized assistance to property owners who are interested in solar power; and
WHEREAS, Solar United Neighbors of Ohio is in the process of setting up a solar purchasing co-op here in Lucas County, and property owners in the County who are interested in solar power may benefit from being able to choose to be part of a solar co-op; and
WHEREAS, Solar United Neighbors of Ohio has represented that its solar purchasing co-ops around the state include moderate income neighborhoods; and
WHEREAS, we recognize that Toledo is a labor town, we ask that Solar United Neighbors of Ohio utilize local qualified labor to install solar panels and offer a last look at the bid; and
WHEREAS, this Council wishes to support the creation of solar purchasing co-ops in concept and to provide venues and other in-kind support for informational meetings on solar co-ops for interested property owners in Lucas County; NOW, THEREFORE,
Be it resolved by the Council of the City of Toledo:
SECTION 1. That this Council hereby expresses its support in concept for solar purchasing co-ops and directs the Mayor or Mayor's designee to provide venues and other in-kind support for informational meetings on solar purchasing co-ops throughout the City, and encourages SOLAR UNITED NEIGHBORS OF OHIO to work with each City Council Office to collaborate in hosting information sessions in each Council District.
SECTION 2. That all formal actions concerning and relating to the passage of this Resolution were passed in an open meeting of this Council, and that all deliberations of this Council and any of its committees that resulted in such formal action were in meetings open to the public, in compliance with all legal requirements including Section 121.22 of the Ohio Revised Code.
SECTION 3. That this Resolution shall be in full force and effect from and after the earliest date allowed by law.
