SUMMARY & BACKGROUND:

The City of Toledo is eligible to receive up to $175,000 in Corona Emergency Supplemental Funding (CESF) through a grant coordinated by the Criminal Justice Coordinating Council. The funds can be used for infrastructure improvements at the City of Toledo Prosecutor’s Office to allow for safer interactions with the public to help prevent the spread of the coronavirus. It also can be used for personnel expenses related to the virus. This ordinance allows the City to accept the funds and to appropriate and expend them as needed at the Prosecutor’s Office. 

 

The fiscal impaction of this ordinance is as follows:

Summary

NOW, THEREBORE, Be it ordained by the Council of the City of Toledo:

 

                     SECTION 1.  That the Mayor is authorized to enter into a grant agreement with the Criminal Justice Coordinating Council and to accept and deposit Corona Emergency Supplemental Funding grant proceeds in the amount of $175,00 into the Operation Grants Fund, account code 2016-12000-3G01438STDSTD for infrastructure and improvements and personnel expenses to and at the City of Toledo Prosecutor’s Office. Said grant agreement shall contain terms and conditions acceptable to the Director of Law.

 

                     SECTION 2.  That the appropriation of $175,000 from the unappropriated balance of the grant proceeds of the Operation Grants Fund is authorized to account code 2016-12000-3G01438STDSTD; and expenditure of the same is authorized for the purposes set forth in Section 1.

 

SECTION 3. That the Mayor is authorized to accept bids and enter into contracts for the purposes authorized in Section 1, upon terms and conditions acceptable to the Director of Law.

 

SECTION 4.  That the Finance Director is authorized to draw her warrant or warrants against the above-mentioned account code in an amount not to exceed $175,000 in payment for the obligations authorized above upon the presentation of proper voucher or vouchers.  

 

SECTION 5. That this ordinance, being an emergency measure, shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that this ordinance is necessary for the immediate preservation of public peace, health, safety and property and for further reason that this ordinance must be immediately effective so the City Prosecutor’s Office can be renovated in order to provide safe interactions between prosecutors and members of the public, and to help offset personnel expenses related to the coronavirus pandemic.

 

                     Vote on emergency clause:  yeas 12, nays 0.
