SUMMARY & BACKGROUND:

In an effort to improve efficiency within TFRD’s Fire Prevention Bureau the department seeks to enter into a five-year contract with Streamline Automation Systems. Streamline Automation Systems has created software that is easy to use, easy to manage, requires no server installation, provides for automatic database backup, and is technically supported.  This software provides the ability for the fire inspector to sync and work offline, add fire inspections or occupancies in the field, offers a custom checklist with an option for billing invoices and receiving payment within the program. The fire inspector has access to data anywhere and the ability to email notices and schedule inspections all while remaining in the field. The software provides the ability to: customize forms and notices; manage inspection groups; schedule inspections; issue permits and violations; quickly and accurately compose administrative analytic reports. Additionally, the software provides unique tools needed to help the TFRD meet its ISO and accreditation requirements through community risk reduction and property risk assessment. The software will also increase community safety through a built in smoke alarm program in line with American Red Cross, home fire safety inspections, and community education. The annual costs over the term of the agreement are as follows:

                     Year 1 - $16,996

                     Years 2 through 5 - $12,096 annually

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

 

                     SECTION 1.  That the Mayor is authorized to enter into a five-year software license agreement with Streamline Automation Systems for fire inspection software upon terms and conditions deemed proper and requisite according to the Director of Fire and Rescue and the Director of Law.

 

                     SECTION 2.  That, subject to future appropriations and availability of funds, the expenditure of an amount not to exceed $16,996 is authorized for the first year of the contract and an annual amount not to exceed $12,096 for the remaining four years of the agreement is authorized from the General Fund, Account Code 1001-53000-3341002STDSTD for the costs of Streamline Automation Systems software.

 

SECTION 3. That this Council finds and determines it is in the best interest of the City to waive the competitive procurement requirements of TMC Chapter 187 for the reason that Streamline Automation Systems software is uniquely qualified to track community risk assessment, to facilitate fire inspectors ability to work offline in the field and to track the TFRD smoke detector distribution program.

 

SECTION 4. That the Finance Director is authorized to issue warrant or warrants against the above mentioned Account Code in an amount not to exceed those authorized above in payment of the above authorized obligations upon presentation of proper voucher or vouchers.

 

SECTION 5.  That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage.  The reason for the emergency lies in the fact it is necessary for the immediate preservation of the public health, safety and property and to facilitate the uninterrupted provision of fire inspection, risk assessment and smoke detector distribution services to the community.
