Endorsing and Supporting the City of Toledo creation of a "Vision Zero Taskforce" in order to facilitate the implementation of "Vision Zero"; and declaring an emergency.

Summary
WHEREAS, between 2017 and 2020 there were an average of over 26 combinative fatalities between pedestrians, motorists, and bicyclists every year within the City of Toledo. Recognizing that these fatalities are not inevitable, and in an effort to eliminate avoidable loss of life, the City of Toledo hereby adopts "Vision Zero" as a comprehensive and holistic strategy; and

WHEREAS, the City of Toledo, in an effort to promote health, safety, and mobility equity do authorize the creation of a city-wide "Vision Zero Taskforce". The purpose of this taskforce is to create and execute a cohesive multi-phase "Vision Zero Action Plan". The goal of this action plan is hereby understood to reduce roadway fatalities to zero by the year 2031; and

WHEREAS, the City of Toledo pledges to work alongside the Toledo Metropolitan Area Council of Governments (TMACOG) and Ohio Department of Transportation (ODOT) in an effort to construct and execute a "Vision Zero Action Plan"; and

WHEREAS, the City of Toledo supports completion of this "Vision Zero Action Plan" and encourages increased utilization of active transportation for all citizens. Recognizing that safety is a primary obstacle to this desired growth, "Vision Zero" will attempt to maximize the real and perceived safety of these modes of travel; and

WHEREAS, having an approved "Vision Zero Action Plan" is a prerequisite to creating a cohesive strategy to achieve the above goals including, but not limited to, construct recommended infrastructure improvements, support education, enforcement, and data-driven policy solutions to limit fatalities in the City of Toledo; NOW, THEREFORE,
