SUMMARY & BACKGROUND:

This legislation provides additional funding for emergency rental assistance in response to the COVID-19 global pandemic.   This pandemic has led to a reduction in employment that has destabilized income and threatened housing security for millions of Americans.  In response, the United States Treasury Department has awarded local governments grants to bridge the hardships experienced by its residents with direct financial relief.  Therefore, the City of Toledo and Lucas County Board of Commissioners with this legislation will consolidate financial resources and implement an emergency rental assistance program (“Program”) to assist residents of the City and County with housing and utility expenses.

 

The United States Treasury Department has awarded both the City and County funds for the Program and this legislation authorizes the acceptance and deposit of the funds from Lucas County to the City in the amount of $4,597,468.03.  By accepting these funds, the City can utilize its capacity to administer, manage, and disburse funds to residents in Lucas County.

 

The financial impact of this Ordinance is the receipt of $4,597,468.03 from Lucas County to the City of Toledo for the administration of the emergency rental assistance program.

 

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

 

                     SECTION 1.  That the Mayor is authorized to accept $4,597,468.03 from the Lucas County Board of Commissioners, which represents funds allocated by the United States Treasury Department and deposit this amount into the Operation Grants Fund Account Code 2016-16200-5G00141LCERAP for the purpose of implanting, initiating and administering the second Emergency Rental Assistance Program. 

 

                     SECTION 2.                       That the unappropriated grant proceeds of $4,597,468.03 are authorized to be appropriated from the Operation Grants Fund to Account Code 2016-16200-5G00141LCERAP funds and the expenditure of same is authorized for the second Emergency Rental Assistance Program.

 

                     SECTION 3.  That the Mayor is authorized to enter into any necessary agreements, including but not limited to the administration and disbursement of proceeds authorized in Section 1 on behalf of the Lucas County Board of Commissioners for the purposes listed herein and subject to the approval of the Director of Neighborhoods and the Director of Law.

 

                     SECTION 4.  That the Finance Director is authorized to issue warrant or warrants in an amount not to exceed $4,597,468.03 from the above authorized Account Code in payment of any obligations authorized above upon receipt of the proper voucher or vouchers.

 

                     SECTION 5.                       That this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage.  The reason for the emergency lies in the fact that same is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that same must be immediately effective in order to permit the City to assist it residents and those of Lucas County with emergency rental assistance.
