SUMMARY & BACKGROUND:
St. Paul’s Community Center (SPCC) has been operating the Winter Crises program for 10 years with the support of the Lucas County Mental Health and Recovery Services Board (LCMHRSB) and United Way to keep people safe during the coldest months of the year. SPCC traditionally provides Winter Crisis Shelter for approximately 50 additional individuals per night from January to mid-March. This year, due to the COVID-19 Pandemic, a change in the method of operating the program was necessary in order to assure safety for both clients and staff. With the support of community partners, an innovative approach was put in place: secure “shelter beds” in a Hotel setting, expand capacity in a safe way at St. Paul’s Community Center, located at 230 13th Street, to host the winter Crisis Program and provide wrap around services for program participants to reduce recidivism. This legislation authorizes the disappropriation of $26,914.54 to close out and reallocate the prior ESG funding year (33rd) to provide the necessary funding for a Winter Crisis Shelter to address homelessness in the Toledo community.
The financial impact of this Ordinance is the ability to use prior ESG funds to help support the Winter Crisis Shelter for the Toledo community’s homeless population. It will allow SPCC to expand emergency shelter services to serve up to 65 individuals and provide overnight stay for up to 20 additional individuals during the cold winter months.
Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:
SECTION 1. That previously appropriated but unexpended ESG funds from the prior year, totaling $26,914.54 are authorized to be disappropriated from the previous ESG year (33rd) and be re-appropriated per Schedule A, attached hereto and made a part herein in its entirety.
SECTION 2. That the re-appropriation of $26,914.54 from the unappropriated balance of the 33rd Year Emergency Solutions Grant funds is authorized for expenditure per Schedule A; attached hereto and made a part herein in its entirety.
SECTION 3. That an expenditure not to exceed $26,914.54 is authorized and further authorizing any necessary agreements for the purposes listed in Schedule A subject to the terms and conditions deemed proper and requisite according to the Director of Law.
SECTION 4. That the Finance Director is authorized to issue his warrant or warrants in an amount not to exceed $26,914.54 in payment of all obligations upon presentation of properly approved documentation.
SECTION 5. That this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage. The reason for the emergency is the fact that this Ordinance is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that same must be immediately effective in order to authorize the City to recapture and expend funds from the previous ESG Grant year for a Winter Crises Shelter.
