Title

Authorizing the Mayor to enter into a contract with Cardinal Staffing Services for the supplemental staffing services of our citywide seasonal, intern, and temporary program for up to two (2) years with the option to renew for up to one (1) additional year; authorizing the expenditure of funds; and declaring an emergency.

SUMMARY & BACKGROUND:

This ordinance is for approval of a contract and expenditures for supplemental staffing services citywide as part of the City of Toledo’s Seasonal, Intern, and Temporary program. This contract was competitively bid, and Cardinal Staffing Services’ submission was both responsive and cost-effective. This ordinance authorizes the Mayor to enter into a contract with Cardinal Staffing Services for citywide staffing services as part of the seasonal, intern, and temporary program.

 

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

 

SECTION 1.  That the Mayor is authorized to accept bids and award contracts for supplemental staffing services related to the City’s seasonal, intern, and temporary program.  The contract shall be for a period of up to two (2) years with an option to renew for up to one (1) additional year.

 

SECTION 2. That the expenditure of funds is authorized against proper appropriations set forth in the operating budget, or such other appropriations as the Council may make and no purchase shall be made unless there is adequate appropriation therefore. 

 

SECTION 3. That the Director of Finance is authorized to draw his warrant or warrants against in payment of the obligations authorized above upon presentation of the proper voucher or vouchers.

SECTION 4. That this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage.  The reason for the emergency lies in the fact that this Ordinance is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that this Ordinance must be immediately effective to meet the supplemental staffing needs of various divisions within the City.
