SUMMARY & BACKGROUND:
The Division of Streets, Bridges & Harbor stages its operations from three locations, including 1189 Central Avenue, 1020 Water Street, and 301 S Byrne Road. The Byrne Road Facility, constructed originally in the 1970s, is in need of a variety of improvements, replacements and upgrades. The amount authorized this year is only a fraction of the amount needed. This amount will go toward the highest priority improvements as are feasible; such as a new roof, security, paint or other improvements deemed necessary by the Commissioner of Streets, Bridges & Harbor.

Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:
SECTION 1. That the sum of $50,000 is authorized for expenditure from the Capital Improvement Fund Account Code 5040-23100-8CP2110BYRNRF, for Byrne Road Facility Improvements.
SECTION 2. That the Mayor is authorized to accept bids and award contracts that are deemed by the Commissioner of the Division of Streets, Bridges & Harbor as necessary to complete the Byrne Road Facility Improvements upon such terms and conditions acceptable to the Director of Public Service and the Director of Law.
SECTION 3. That the Finance Director is authorized to draw warrant or warrants against the account code identified in Section 1 in an amount not to exceed $50,000 in payment of the obligations authorized above upon presentation of the proper voucher or vouchers.
SECTION 4. That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage. The reason for the emergency lies in the fact that same is necessary for the preservation of the public peace, health, safety and property and for the further reason that this Ordinance must be immediately effective in order to complete needed improvements at the Byrne Road Facility.
